This advanced block of instruction prepares investigative professionals—analysts, auditors, evaluators, fraud examiners, investigators, and inspectors—for the unique challenges of conducting interviews within the Inspector General (IG) system. Unlike traditional law enforcement or administrative inquiries, IG investigations often involve parallel proceedings—criminal, civil, and administrative tracks that may unfold simultaneously or evolve dynamically during the course of an inquiry.
Participants will explore the legal, procedural, and strategic nuances of interviewing government employees, including those represented by attorneys or union officials, and those in Senior Executive Service (SES) positions. The course emphasizes science-based interviewing techniques that foster ethical engagement, maximize truthfulness, and preserve investigative integrity across diverse interview contexts.
Whether navigating Garrity and Kalkines warnings, managing union representation under Weingarten, or conducting interviews with legal counsel present, participants will leave equipped to plan, execute, and document interviews that meet the highest standards of fairness, precision, and evidentiary value.

• Strategic Use of Evidence (SUE): Managing known facts to assess credibility and elicit disclosures.
• Time Responsibility Continuum: A proprietary framework guiding when and how to respond to interviewee questions, especially those that shift responsibility or focus to the future.
